I wasn't happy with the first picture I got from "san diego" or "spring valley" or "san diego east county", so I tried "rancho san diego" and that's what I got. (clock tower)

Irresponsible Captain Tylor is one of the coolest funniest science fiction anime ever. It's about this naive but well-meaning 20 year old slacker dude who somehow finds himself in command of a space ship, which of course he knows nothing about how to do properly, so everyone else is always yelling at him and stuff, but somehow they manage to survive each episode.
